OSHA Hazard Communication
("Right-to-Know") Program

One of OSHA’s most frequently cited and fined for violations is lack of a proper Hazard Communication (also called “HazCom” or “Right -to-Know”) Program. All employers, regardless of size (with one or more employees) who use any hazardous chemical products in the workplace must have a HazCom program.  Most manufacturing and light and heavy industrial facilities have chemicals with hazardous ingredients, including everything from small printers, auto service/body shops, and funeral homes, to large steel manufacturers and oil refiners.

The Hazard Communication program is intended to help protect  workers from harmful exposures to chemicals, with resultant illnesses and injuries.

OSHA requires the following elements in a HazCom program:

1.  A written HazCom Plan
2.  Material Safety Data Sheets (MSDS) for each chemical product onsite
3. Labels on all chemical containers
4.  A written Chemical Information List based on an up-to-date inventory of chemical products used onsite
5.  Employee Training
